In retrospect it was probably all Felicity's fault. She could have easily at the very beginning told Arthur that she was 'Gus's girl" but she didn't. In fact she even led him to believe he HAD a chance. So we have Gus thinking he has Felicity all locked up and Felicity thinking quite something else....

Just re-watched that episode last night. I'm not really a maor fan of Gus anyway (At least the later Gus.
